Building Blocks of Building Support for Levy Requests

By: Amanda Barna and Michelle Henry

Passing tax issues is an increasing challenge for many organizations including Schools, County Boards, Libraries, Parks and Recreation, Health Departments, and City Governments. Building support is a process with many steps.

Building Blocks

The first step is building awareness. Research shows that voters are 1.5 to 2 times more likely to support a levy if they have heard of the agency. Furthermore awareness leads to favorable perceptions with most that are aware of an agency having a favorable opinion of that agency. Favorable perceptions lead to support. Voters are 2 to 5 times more likely to support a levy if they have a favorable opinion of the agency compared to those who have a fair or negative opinion of the agency.

Research can gauge the level of awareness, favorability, and support for an agency as well as provide demographic profiles to more easily target strategic communications and messages necessary to connect with key audiences. Community awareness leads to favorable perception in the community which leads to support. Research can help strategically guide you through the steps, providing data driven information to pass your levy the first time.
